Shell Culp joined Stewards of Change in 2014, after more than three decades in California state public service, where she most recently served as the Agency Information Officer for California Health and Human Services Agency, the largest agency in California State government. Shell also served as the Interim Director and Chief Deputy Director of the CHHSA Office of Systems Integration, where she oversaw a portfolio of systems integration and other projects valued at well over $5 billion. An innovator in government, Shell catalyzed CHHSA into its Open Data movement, and championed Health and Human Services interoperability efforts. Her passion for performance improvement in government also makes her a champion of organizational change management, and she speaks about these topics across the country. Shell earned a Batchelor of Arts degreen in Economics from California State University, Turlock, and a Master of Arts in Economics from California State University, Sacramento. Shell lives and works in Sacramento, California.
