Caroline Ly, MA, PhD

Caroline Ly is a health economist in USAID’s Bureau of Global Health's Office of Health Systems. She has over a decade of experience working on health economics, financing and systems issues in Africa, the Middle East, and Southeast Asia. Her focus is on researching the socio-economic impact of national health financing reforms, particularly on poor and vulnerable populations. At USAID, she helped launch the Inclusive Health Access Prize to recognize the work of local private entities in low and middle income countries and the Sustainable Finance Initiative to increase domestic resources for health and HIV/AIDS. She has also served as the co-lead for the USAID-World Bank Annual Health Financing Forums. She has previously consulted at the World Bank, supporting implementation of Ghana's National Health Insurance Scheme. She has a BA in Economics from the University of Chicago, an MA in International Economics from Johns Hopkins University's School of Advanced International Studies, and a PhD in Health Economics from the University of Pennsylvania.
