Kris is an independent consultant specializing in the intersection of public health and public safety and addressing racial and other disparities in the criminal legal system. From 2009 to 2019 he worked at the Public Defender Association (PDA) in Seattle where he was part of the team that designed and implemented the nation’s first Law Enforcement Assisted Diversion (LEAD) program. At PDA he served as Program Director, LEAD National Support Director, and Director of Harm Reduction Practices. Prior to that he spent 20 years working in public health – both in government and the nonprofit sector – primarily on HIV/AIDS prevention among people who use drugs and/or engaged in commercial sex work. He has expertise in program design, implementation, and evaluation and qualitative research methods and practice.
