Philip Huang, MD, MPH

Dr. Huang has served as Director and Health Authority for Dallas County Health and Human Services since February 2019, following 11 years as Medical Director and Health Authority for Austin Public Health. He holds a BS in Civil Engineering from Rice University, an MD from UT Southwestern Medical School, and an MPH in Health Policy and Management from Harvard.

During the COVID-19 pandemic, Dr. Huang led public education, addressed vaccine hesitancy, and directed mass vaccination efforts, administering over 600,000 vaccines to underserved communities. Previously, at the Texas Department of State Health Services, he led statewide initiatives to reduce tobacco use, including testifying at more than 40 city council hearings. He currently directs efforts to combat chronic disease, HIV, and modernize public health data systems in Dallas County. Recognized nationally, he was named one of Governing Magazine’s “Public Officials of the Year” for 2024
